
Following a public review process, the United States Environmental Protection Agency (EPA) on Aug. 12, 2005, issued an amendment to the Record of Decision (ROD) that governs the implementation of the Lowry Landfill site remedy. The amendment prescribed a new method for addressing contamination at the three Former Tire Pile Area (FTPA) waste pits.
The approved method – called “Capping with Product Recovery” – was initiated in 2005-2006 and involves pumping the most highly contaminated liquids from the north and south waste pits; transporting these liquids off site for disposal; maintaining a cap on the waste pits; and monitoring groundwater migrating from the waste pits. As of the fourth quarter of 2007, product removal from the south waste pit was complete; this waste pit will be closed in 2008. Product extraction from the north waste pit will continue throughout 2008.
In addition, contaminated soils removed from the middle waste pit in 1999 were moved in 2006 to a new permanent location within the main landfill mass. The benefits of moving the treated soils to this new location are that they will be underneath the final protective landfill cap, and contaminated groundwater will continue to be captured by existing groundwater collection systems and treated in the onsite wastewater treatment plant. The middle pit has since been certified as construction complete by EPA.
